School Trip Bus Hire: Rules, Requirements, and Planning

School trip coach hire has requirements that standard group hire does not. The licensing question, the safeguarding question, and the supervision question all come up every time. This guide works through each one clearly.

What the Law Actually Requires

Vehicles carrying more than 8 passengers for hire or reward require a PSV (Public Service Vehicle) Operator Licence from the Traffic Commissioner. Drivers must hold a Category D licence (full coach) or Category D1 (minibus up to 16 seats). The vehicle must have a current MOT, valid road tax, and appropriate passenger liability insurance.

DBS checks sit in contractual rather than statutory territory. Large, well-established coach operators who specialise in educational transport will have drivers with enhanced checks as a matter of routine.

Vehicle Specification for School Trips

Seat belts: All children under 14 on a coach must wear a seat belt if one is provided. Coaches first registered after 1 October 2001 must have seat belts fitted. Confirm this when booking.

Accessibility: If any pupils use wheelchairs or have mobility requirements, confirm vehicle access before booking. Establish the requirement upfront, not on the morning of the trip.

Luggage space: For residential trips with large bags or sports equipment, an underfloor hold is necessary. A 16-seat minibus boot will not hold 15 large rucksacks and sports kit.

Supervision and Boarding Procedures

One staff member boards first and directs pupils to seats. Pupils board in register order where possible. One staff member boards last and does a headcount before the driver moves off. For large groups requiring multiple coaches, assign a lead teacher to each vehicle.

Choosing an Operator

Operators that work regularly with schools ask you about DBS requirements before you do. They confirm seat belt provision on the specific vehicle without being prompted. They can provide documentation: operator licence number, insurance certificate, MOT certificate.

For school trips across the UK, see our UK bus hire page. For European destinations, our Germany group transport and France coach hire pages cover operator options.

Frequently Asked Questions

There is no blanket legal requirement for a coach driver to hold an enhanced DBS certificate simply because they are transporting pupils. However, many local authorities and schools require it as a contractual condition. Ask directly when enquiring.

For vehicles with more than 8 passenger seats, the driver must hold a Category D licence (full-size coaches) or Category D1 (minibuses up to 16 seats). Hired transport with a professional driver always uses a fully licensed operator.

Only if the teacher holds a Category D1 entitlement on their licence, which most licences issued after January 1997 do not include automatically. Hiring a vehicle with a professional driver removes this complexity entirely.

Vehicle safety compliance (MOT, insurance, operator licence), driver licence and DBS status, emergency contact procedures, pupil medical needs, loading and unloading procedure, and supervision ratios.

For end-of-year trips (June-July), book by April at the latest. May and June are the busiest months in the school coach calendar. For residential trips, 8 to 12 weeks ahead.
